But most Americans seem to think otherwise. 62% of those surveyed believe that both the federal and state governments can enact laws related to illegal immigration. Twenty-five percent (30% of Democrats and 16% of Republicans) believe such laws should only be enacted by the federal government. 11% (4% of Democrats and 15% of Republicans) say such laws should only be enacted by state governments.
