The House of Representatives recently passed a bill without objection to extend the validity period of the investment "regional center" method for investment immigration and the federal electronic identity verification system (E-verify) used to verify the identity of new employees by three years. Both the Regional Center Investment Immigration (EB5) and the Federal Electronic Identity Verification System will expire at the end of this fiscal year at the end of September. When Congress originally established the investment immigration measures, it required investors to invest 1 million yuan to set up companies in the United States and create jobs. Currently, the most popular among Chinese investors is the pilot “regional center” investment method of US$500,000. Although Chairman of the Senate Judiciary Committee Li Xi has always advocated making the "regional centers" permanent, the version recently passed by the Senate only extended the measure for three years. The federal electronic identity verification system has been around for many years. Employers go online to check whether new employees are authorized to work in the United States. Currently, the federal government and 385,000 businesses use the federal electronic identity verification system. Over the years, many lawmakers have worked hard to push for a nationwide mandatory requirement to use E-verify. However, because E-verify still has many fallacies, and the Democratic Party and immigrant groups are opposed to making it permanent, it is still in the trial stage. Internal Security Minister Jeanne Napolitano has also been expressing hope that it will be implemented across the United States. The bill passed by the Senate allows E-verify and the investment "regional center" method for investment immigration (EB5) to be extended to September 30, 2015. The House of Representatives is expected to consider these provisions when Congress resumes session in five weeks. The bill must pass both houses of Congress before it can be sent to the president for signature. In addition, religious immigration has been extended for three years.
