The experts who gave opinions on this selection came from clothing marketing companies and Global Blue, a shopping organization that once formulated the "Globe Shopper Index". The selection criteria include the convenience of travel, the value of shopping products, the diversity of shopping types and the urban experience.

Experts not only focused on hardware facilities such as the quality of urban public transportation, the length of the discount period, the types of goods sold, and the decoration of basic urban stores, but also considered software conditions such as the level of the service industry, the friendliness of residents, the length of the discount period, and the compatibility of high and low markets.
