According to the plan, Fujian Province will determine the key development of 22 inhabited islands such as Dongshan Island, Dadeng Island, and Xiaodeng Island, optimize the development of 3 inhabited islands, including Xiamen Island, Gulang Island, and Meizhou Island, and moderately develop 532 uninhabited islands.
These uninhabited islands will be developed according to different functions: 132 islands such as Xiamen Baozhu Island are used for tourism and entertainment, 83 islands including Fuding Niulan Island are used for transportation, and 97 islands including Xiapu Xiaomu Island are used for tourism and entertainment. Three are islands for industry and urban and rural construction, 102 islands such as Lianjiang Yanyu are used for fishery, 6 islands including Fuqing Guoyu are used for agriculture, forestry and animal husbandry, 46 islands including Pingtan Junshan Island are used for renewable energy, and 66 islands including Luoyuan Shangdan Island are used for public services.
Applications for the development and utilization of uninhabited islands must strictly abide by the procedures: Applicants should submit application documents such as island use applications, coordinate maps, use project demonstration reports, specific plans for development and utilization, and relevant credit certification materials. Development and utilization must comply with the requirements of the island protection plan. The direction of development and utilization must be consistent with the functional positioning of the island in the island protection plan. Ecological and environmental protection measures for island development and utilization must be formulated. After the application is accepted by the marine administrative department, it must be approved by the State Council or the provincial government. Units and individuals must also pay island usage fees in accordance with regulations.
