China Good People Network launches the "Risk Fund for Supporting the Elderly" to allow "good people to be rewarded" (Reported by Yang Qiwei, Special Correspondent of the Alberta Times in Guangzhou) When the elderly and children fell to the ground, no one dared to help them up because they were afraid of taking responsibility, or they were falsely accused for stepping forward to help them. Many incidents triggered heated discussions in society. From the establishment of China Good People Network on May 19, 2008, to the launch of the "Venture Fund to Support the Elderly" on March 5, 2011, the Lei Feng Memorial Day, this negative phenomenon has been gradually changed. Professor Tan Fang, the founder of China Good People Network, told reporters that whether one dares to help an elderly person who has fallen to the ground has become a social issue. Some people want to help but dare not, and even if they dare to help, they cannot. On April 23 this year, in Zhengjia Plaza in Guangzhou, Chen Xiaomin saw a child about 1 year old falling face down on the ground, and quickly stepped forward to pick him up. Unexpectedly, the child's parents insisted that Chen Xiaomin knocked down their child. In public, he punched and kicked Chen Xiaomin. Later, Chen Xiaomin called 110 to call the police and filed a civil lawsuit against the couple. Haoren.com found Chen Xiaomin, helped her pay her medical bills, and hired a lawyer to help her with the lawsuit. Chen Xiaomin said: "Money is not the most important thing. After receiving the compensation, I donated all the money, but this incident caused too much mental damage to me." Chen Xiaomin is now relatively calm. She said, "I only focused on my grievances at first, but after the Assistance Foundation provided me with psychological counseling, I found that I have the responsibility to use my own experience to draw more people's attention to this kind of thing, otherwise the society will become more and more indifferent. When facing an unfair sentence, there is a group to help you instead of fighting alone." On the morning of October 21, 2009, Tianjin citizen Xu Yunhe was driving when he saw Mrs. Wang crossing the guardrail in the center of the road from west to east. Later, Mrs. Wang fell to the ground and was injured. Because she helped Mrs. Wang, Xu Yunhe was prosecuted as the perpetrator. On June 16 this year, the Tianjin Hongqiao District People's Court made a judgment on this matter, and Xu Yunhe was ordered to pay 108,606 yuan in compensation. Haoren.com recently contacted Xu Yunhe and expressed its willingness to pay all the compensation for him and reward him with 10,000 yuan. How to identify good people who have been wrongly accused? Haoren.com has a clear process: investigation and evidence collection, lawyer intervention, and discussion on how to use the funds. The first is to investigate and collect evidence, and form a preliminary concept by collecting relevant online information and media reports; then visit in person, screen the other party's ID card, bank account, medical bill, certificate of employer and other evidence, and then communicate with the other party. After the investigation and evidence collection, more than 60 public interest lawyers from Haoren.com took over the work. A single case usually involves 3 to 5 lawyers and legal experts at the same time, expressing opinions on issues such as the authenticity of the case, legal basis, and whether to cooperate. The method of assistance chosen should be based on what the public and the target can bear. In addition, when necessary, lawyers will also litigate for the client to fight for their legitimate rights and interests. After the legal team makes a determination, the financial fund management team will start working. On the morning of November 20, 2006, an old lady was waiting for bus No. 83 at a bus stop in Shuiximen Square, Nanjing. As people came and went, the old lady was knocked down and suffered fractures, which was assessed as a level 8 disability. The old lady identified the man who hit her as Peng Yu, the young man who had just gotten out of the car and later helped her up, and claimed compensation of more than 130,000 yuan. On September 4, 2007, the Gulou District Court issued a verdict in the first instance, and without clear evidence, ordered Peng Yu to pay 40% of the victim's loss, a total of 45,876.6 yuan. In 2008, the two parties reached a settlement agreement during the second instance. Although three years have passed since this case, the financial fund management team of the support fund jointly decided to find Peng Yu and reward him with 20,000 yuan. "This is very subtle, because the court has made a decision, so we have to use a method that has nothing to do with the legal decision. In the name of rewarding and supporting behavior, it does not conflict with the judicial decision, but also makes it easier for the people to accept and be encouraged," Professor Tan Fang said. Professor Tan Fang believes that temporary grievances and mistakes by individuals and organizations are inevitable, but he hopes that society, by helping Peng Yu, can turn Peng Yu's case from being a negative example of "good people don't get good rewards" to a model of "good people will eventually get good results." Professor Tan Fang said, "The starting point of the support fund is: as long as you provide support and are at risk, no matter whether you are judged as the perpetrator or not, we will reward you. From a social perspective, we must do our best to help these good people, hoping to reverse the negative impact of these cases." From the beginning of its establishment, Haoren.com has established a cooperative atmosphere of mutual respect and mutual help with government departments. Recently, good news came: It is expected that before the end of this year, Haoren.com will become a legal NGO (non-profit organization) registered with the Guangdong Provincial Department of Civil Affairs and obtain the qualification to raise charitable funds licensed by the Ministry of Civil Affairs.
