In mid-to-late December 1986, the bourgeois liberalization trend became widespread and gradually evolved into a student movement demanding democratic demands. Fang Lizhi did not suppress the students' democratic demands throughout the student unrest and became the spiritual leader of Chinese students in their pursuit of democracy and freedom. The original title of this article, "Taking a Clear-cut Stand against Bourgeois Liberalization," was a conversation between Deng Xiaoping and several central leading comrades on December 30, 1986. The talk focused on criticizing bourgeois liberalization trends and criticized Fang Lizhi by name. Subsequently, Fang Lizhi was expelled from the Chinese Communist Party and from his position as vice president of the University of Science and Technology of China, and was transferred to the Beijing Observatory as a researcher.
I read Fang Lizhi’s speech, and it was not like what a Communist Party member would say. Why would such a person stay in the party? It's not a matter of persuading someone to quit, it's a matter of expulsion. Some people have not given up their views, but this time they said they would not participate in the student riots. That’s good! Your views can be retained as long as you do not take anti-party or anti-socialist actions. Wang Ruowang in Shanghai is very arrogant. He has long said that he would be fired. Why has nothing been done?
It is said among the masses that the central government has a protective layer. There are also two opinions on whether to adhere to the Four Principles and whether to oppose liberalization. It should be said that from the central government to the local governments, they are weak on the ideological and theoretical front, have lost their ground, and have a laissez-faire attitude toward bourgeois liberalization. Good people do not get support, and bad people are very rampant. Good people don't have the courage to speak, as if they have lost their minds. There is no reason to lose. The four basic principles must be emphasized, and the people's democratic dictatorship must be emphasized. To strive for a stable and united political situation, it is impossible without the people's democratic dictatorship. Those who confuse right and wrong, confuse right and wrong, spread rumors and slander can not be allowed to go unimpeded and incite the masses. A few years ago, didn’t we deal with those few people who engaged in liberalization and violated criminal laws in accordance with the law? Has China's reputation been ruined because of this? China's image has not deteriorated because of this, and our reputation is getting better day by day.
When we talk about democracy, we cannot copy bourgeois democracy, and we cannot engage in the practice of the separation of powers. I often criticize those in power in the United States, saying that they actually have three governments. Of course, the American bourgeoisie uses this method to deal with other countries externally, but it also fights with itself internally, causing trouble. We cannot adopt this approach.
We implement the policy of opening up to the outside world, learn foreign technology, and utilize foreign trade. This is only a supplement to socialist construction and cannot deviate from the socialist road. We must develop social productivity, develop ownership by the whole people, and increase the income of the whole people. We allow some regions and some people to get rich first in order to ultimately achieve common prosperity, so we must prevent polarization. This is called socialism. We talk about common prosperity, but we also allow differences.
China will have no future without the leadership of the Communist Party and without socialism. This truth has been proven and will be proven in the future. If we achieve a per capita GNP of US$4,000 and achieve common prosperity, then we will be able to better demonstrate that the socialist system is superior to the capitalist system, and it will point out the direction of struggle for three-quarters of the human population, and further prove the correctness of Marxism. Therefore, we must adhere to the socialist road with confidence and adhere to the four basic principles.
It is impossible without dictatorial means. We must not only talk about dictatorship methods, but also use them when necessary. Of course, be careful when using it and arrest as few people as possible. But if someone wants to cause bloodshed, what can you do? Our approach is to expose their conspiracy first, try to avoid bloodshed, and would rather our own people be injured. However, those who lead troubles and violate criminal laws must be dealt with according to law. This incident cannot be stopped unless we make this determination. If no measures are taken and we retreat, we will have more troubles in the future.
Those who are clearly opposed to socialism and the Communist Party will be dealt with this time. It might cause waves, but that's not a big deal. Fang Lizhi, Liu Binyan, and Wang Ruowang must be dealt with resolutely. They are extremely arrogant and want to change the Communist Party. What qualifications do they have to be Communist Party members?
I was not planning to speak at the Sixth Plenary Session of the Central Committee of the Communist Party of China, but later I had to say that I had to write a paragraph about opposing bourgeois liberalization. It seemed that it had no effect. I heard that it was not conveyed.
I have not given up my opinion against mental pollution. I agreed to include the full text of my speech at the Second Plenary Session of the Central Committee of the CPC in my collection of papers.
Opposition to bourgeois liberalization will take at least another twenty years. Democracy can only develop gradually and cannot copy the Western style. To copy that style, chaos is the only way. Our socialist construction must be carried out under leadership and in an orderly manner under conditions of stability and unity. This is why I particularly emphasize ideals and discipline. If we engage in bourgeois liberalization, it will be another setback. Engaging in bourgeois liberalization and breaking away from the leadership of the party, one billion people have no cohesion and have lost their fighting capacity. A party like that is no better than a mass organization, so how can it lead the people in construction?
The struggle against the bourgeois right in 1957 went too far and should be redressed. But we don’t completely deny it.
Opposing bourgeois liberalization is also indispensable. Don’t be afraid that foreigners will say that we have damaged our reputation. China must follow its own path and build socialism with Chinese characteristics. Only then can China have hope. We must let foreigners see that China's political situation is stable. If it's a mess, what hope is there? In the past, the imperialists bullied us, wasn't it because we were a piece of loose sand?
Dealing with student troubles is a major matter. Leaders must have a clear-cut stand so that the masses can keep their eyes open. The three articles in the "People's Daily" were well written, the "Beijing Daily" editorial "Big-character posters are not protected by law" was also well written, and Li Ruihuan's speech in Tianjin was also well written. It is precisely because the attitude is clear and the activists are encouraged that the masses in the middle can stand up.
