Cai Jianguo, deputy director of the Overseas Chinese Affairs Office of the Shanghai Municipal People's Government, Mo Yinchun, deputy secretary of the Minhang District Committee and District Mayor, and leaders of relevant committees and bureaus in the district attended the reception. The delegation visited Gumei Subdistrict Health Service Center, Qibao Ancient Town and District High-end Talent Service Center, experienced Minhang’s thousand-year history and culture and convenient and comfortable living environment at close range, and learned about the work done by the Minhang District Government in retaining talents, cultivating talents, and serving talents and related policies issued. Representatives of this newspaper asked Director Cai Jianguo about the enrollment of foreign children of returnees, and Director Cai was happy to answer. He said that foreign children studying in Shanghai are required to attend international schools, most of which are located in Minhang District. These schools only accept foreign children. For Shanghai public schools, Director Cai said that the prerequisite is whether the other party is willing to accept them. The implication is that it is up to the parents to show their talents. However, if the children of returned overseas Chinese apply for admission to Shanghai high schools (technical secondary schools, technical schools) or colleges and universities, the Overseas Chinese Affairs Office will provide proof of identity after verifying the materials, so that they can get extra points in the entrance examination. In fact, Shanghai has always been ahead of other cities in China in solving the enrollment problem of children of overseas students. In 2005, Pudong New Area issued the "Pudong New Area Operational Measures for Solving the Enrollment and Enrollment Problems of Children of Overseas Students", which was the first in the city to launch policies and measures to exempt the children of overseas students in compulsory education from miscellaneous fees, enjoy the same treatment as citizens, and select scholarships among the children of overseas students. Entrepreneurial talents with patents and internationally advanced technological achievements who can fill domestic gaps, have market potential and carry out industrial production; entrepreneurial talents who are leading key industries such as electronic information, environmental protection and energy conservation, and modern design, as well as bringing technology, projects, funds, and independent innovation capabilities in industries such as financial services, biomedicine, new materials, new energy, and cultural creativity. The Minhang District High-Tech Service Center will provide housekeeping-style, one-on-one services to such talents. The members of the training class fully affirmed Minhang's urban development and talent work policies, especially the government's use of the community health service center as a platform to use the convenience of the Internet to provide residents with humanized services, which fully embodies the "wisdom" of Minhang.
