Before the time limit requirement of the Republic of China government expired, the first version of the statement from the Philippines was expressed as "the regret and apology of the Philippine government". As for the "punishment" part, it promised to immediately launch an investigation, the Ministry of Justice to hold accountable and list possible criminal penalties; regarding "compensation", the offenders may be held liable; for the "fishery negotiation" part, the Philippine Ministry of Agriculture promised to convene an inter-ministerial meeting platform and invite Taiwan to discuss it together.

The Philippines showed goodwill, but the situation turned around when Bai Xili brought a second version of the statement during the actual negotiations. The second version of the statement not only changed the wording of the "government to government" apology, but left nothing in terms of punishment, and only "people's donations" were left to compensate for losses. The fishery negotiations that are related to the fishery order of Taiwan and the Philippines were changed to a general "relevant unit" and defined as a working level.

The difference between the Philippines' first version and the second version of the statement is so big that even the negotiators are confused. The press conference originally scheduled to be held at 8:30 yesterday evening was postponed again and again for this reason.
