The Central Economic Work Conference will be held. The "Xi-Li combination" will jointly lead the 2013 Central Economic Work Conference for the first time in Beijing this week. The meeting will analyze the international and domestic economic situation, put forward the overall requirements and main tasks of economic work in 2014, and focus on implementing the reform tasks put forward by the Third Plenary Session of the 18th CPC Central Committee. "Making progress while maintaining stability" will continue to be the general tone of economic work next year. Compared with last year's Central Economic Work Conference, this year's conference has undergone major changes in terms of participant lineup and guiding ideas. After the two sessions this year, in addition to the change of national leaders, various ministries, local provinces, cities, and the military have made large-scale personnel adjustments. Therefore, this is the first economic work conference after Xi and Li took over. It is reported that General Secretary Xi Jinping will deliver an important speech at the economic work conference and propose economic work requirements and tasks for next year. Premier Li Keqiang will make arrangements for next year's economic work. This is also the first time that Xi and Li have led an economic work meeting as a partnership of general secretary and prime minister. Secondly, in terms of guiding ideas, the Third Plenary Session of the 18th CPC Central Committee determined the overall goals, roadmap, and timetable for future reform and development. Next year's economic work will start closely around the reform arrangements of the Third Plenary Session of the Central Committee of the Communist Party of China. The general tone is to continue to seek progress while maintaining stability. Relevant warm-up work has been carried out in advance. On December 3, the Political Bureau of the Central Committee held a meeting to analyze and study the economic work in 2014. The meeting emphasized "reform" many times and proposed that "continue to adhere to the general tone of seeking progress while maintaining stability and implement reform throughout all aspects of economic and social development." Regarding the general tone of pursuing progress while maintaining stability, Zhu Baoliang, director of the Economic Forecasting Department of the National Information Center, analyzed and pointed out that the so-called "stability" means maintaining the basic stability of economic growth and employment and preventing major risks; the so-called "advance" means breakthroughs in reform, progress in structural adjustment, and improvements in people's livelihood. A series of recent data support decision-makers' judgment that the economy is stable and improving. The latest data released by the General Administration of Customs showed that the trade surplus hit a five-year high. Data from the National Bureau of Statistics showed that the PMI in November was 51.4%, indicating that the manufacturing industry continues to stabilize and improve. Many official and private research institutions have recently published year-end reports. Guotai Junan predicts GDP growth in 2014 to be 7.5%. The CICC report believes that it can reach 7.6%. The National Information Center report predicts 7%. Zhu Baoliang believes that such a goal can better coordinate the relationship between economic growth, employment, and prices. On the other hand, the expected economic growth target leaves a certain amount of leeway, which can guide the government and enterprises to focus their economic work on accelerating the reform of the economic system and accelerating the transformation of the economic development model. Li Wei, director of the Development Research Center of the State Council, said recently that global economic growth in 2014 is expected to be slightly higher than this year, and China's export growth will improve slightly. Driven by the upgrade of residents' consumption and the government's increase in people's livelihood expenditures, investment in industries such as culture and sports, business services, energy conservation and environmental protection, wholesale and retail is expected to continue to grow at a high rate. According to the work framework disclosed at the Politburo meeting at the beginning of the month, the focus of economic work next year will include the strategy of expanding domestic demand, accelerating the cultivation of new growth points of consumption, actively expanding the export market, accelerating the development of modern agriculture, accelerating the implementation of innovation-driven strategies, adhering to green, low-carbon and clean development, new urbanization paths, promoting the construction of a maritime power, and doing a good job in housing security and real estate market regulation.
