On the evening of December 6, 2012, local time, someone broke the news at the "Small Rain Jiangnan" forum in Taicang, Jiangsu, that a drunken Taicang official left his handbag in a taxi. There were dozens of shopping cards, bath cards, bank cards and other cards in it, with a total face value of more than 30,000 yuan. After the matter was fermented on the Internet, the civil servant was nicknamed "Brother Ka". The Taicang Procuratorate launched an investigation based on this and found that "Cargo" was Shen Yonggang, the former deputy director of the Construction Management Office of Shaxi Town, Taicang City, and that he had taken bribes of more than 340,000 yuan in corruption. Following the fall of "Brother Ka", the procuratorate followed suit and investigated and dealt with six more cadres from Shaxi and Shuangfeng towns in Taicang. The project boss who bribed these cadres could not escape the law in the end. Dozens of cards were left in the taxi. Where did "Brother Card" get so many cards? The day after "Brother Ka" became famous, the Taicang City Procuratorate noticed this online anti-corruption clue. After investigation, it was found that "Brother Ka" was Shen Yonggang, the former deputy director of the Construction Management Office of Shaxi Town, Taicang City. Investigators found that Wu Liancai and his brother of Taicang Yongheng Construction Engineering Co., Ltd. undertook a large number of municipal and road projects in Shaxi and Shuangfeng Towns, and there were multiple reports that the Wu brothers bribed relevant leading cadres. Various signs indicate that Shen Yonggang may be one of the Wu brothers' bribery targets. In December 2012, the Wu brothers confessed that they had spent 100,000 yuan to buy a car for Shen Yonggang and provided relevant evidence. Shen Yonggang had no choice but to take the initiative to explain his financial problems. On March 7 last year, Shen Yonggang was prosecuted on suspicion of accepting bribes. The procuratorial organ handled the case and found that from 2006 to 2012, while serving as the deputy director of the Shaxi Town Construction Management Office in Taicang City, Shen Yonggang illegally accepted property from others, totaling more than 340,000 yuan, on many occasions while responsible for municipal construction and other work. On March 19 last year, the court made a first-instance verdict that Shen Yonggang was guilty of accepting bribes and was sentenced to 7 years in prison and his property of 140,000 yuan was confiscated. The arrest of "Brother Ka" led to the corruption case. There were all kinds of strange bribes. The arrest of "Brother Ka" did not stop the prosecution. According to Wu Liancai’s bribery trajectory, former deputy director of the Shuangfeng Town Construction Management Office Zhu Weidong accepted bribes, former director of the Water Conservancy Station Zou Shulin accepted bribes, former director of the Agricultural Economic Station Gao Xueming misappropriated public funds, former town People’s Congress Chairman Zou Daqing accepted bribes, and former director of the town Construction Management Office Zhou Huiyuan accepted bribes. In addition to accepting cash bribes, these cadres also accepted all kinds of strange bribes. During the construction of his own factory in 2007 and 2010, Zhu Weidong accepted bricks, cement, yellow sand, etc. purchased from bribers, totaling more than 40,000 yuan. After a public prosecution by the Procuratorate, the Taicang City Court made a first-instance verdict against Zhu Weidong: Because he took advantage of his position to accept property from others multiple times, totaling RMB 254,050 and HKD 10,000, Zhu Weidong was sentenced to ten years in prison and his property was confiscated with RMB 100,000. At the end of 2012, when Zou Daqing was remodeling the bathroom in his villa, he accepted a deposit of 3,000 yuan for the shower room and 8,960 yuan for two flush toilets from Chen, who was doing individual engineering work. This was only a small part of the 423,769.19 yuan in bribes Zou Daqing had received during his tenure as the deputy mayor of Shuangfeng Town, deputy secretary of the party committee, director of the Shuangfeng Town Investment Center, and chairman of the town People's Congress. On January 24 this year, Zou Daqing was sentenced to six years and three months in prison by the court and ordered to confiscate property of RMB 130,000. Briberyers cannot escape the law. On April 10, Zhou Huiyuan, the former director of the Shuangfeng Town Construction Management Office, was tried in court for allegedly accepting bribes. The procuratorial organ handled the case and found that while he was the deputy director of the Construction Management Office, deputy director of the town investment center, and director of the Construction Management Office of Shuangfeng Town, Taicang City, he took advantage of his position to solicit or illegally accept more than 240,000 yuan in property from others. Bribery recipients are severely punished by law, and bribe givers cannot escape the law. From 2006 to 2012, Wu Liancai would go to Shen Yonggang's home to "give gifts" at the end or beginning of every year, and the "gifts" he gave totaling RMB 212,689 were also identified one by one. On August 7 last year, the Taicang City Court issued a first-instance verdict against the briber Wu Liancai. The court found that Taicang Yongheng Construction Engineering Co., Ltd. was guilty of unit bribery and was sentenced to a fine of RMB 100,000; Wu Liancai was guilty of unit bribery and sentenced to 10 months in prison. In addition, when investigating the "Kage" series of corruption cases, the procuratorate found that Dai Xingyuan, the former director of the Taicang Water Conservancy Bureau's Shaxi Water Conservancy Station, committed the crime of abusing his power. Ultimately, he was sentenced to six years in prison for bribery and abuse of power, and his property was confiscated of RMB 80,000.
