Cui Zengqi: Look at China and Look at the United States (V)————Justice and Reason There is an ideal fair world...

Having an ideal fair world is also a universal value pursued by mankind. Chinese people often say: "Everything must be reasonable" and "reasonable can be found all over the world". But in today's class society, it is difficult to do this. People only hope that when unfair events occur, there will be a place to reason and someone to uphold justice. The Peking operas "Dou E's Injustice" and "Su San Qi Jie" and the movie "Qiu Ju's Lawsuit" all tell stories about ordinary people who have been wronged and seek justice. In history, there is a saying: "The Yamen opens to the south, so don't come in if you have reason or no money." When ordinary people wanted to file a complaint, they had to go through a nail-rolling board before they could see the county magistrate, which shows how difficult it is to seek justice. In today's China, various government departments have petition offices to listen to people's feedback, but everyone knows that their power is limited and they can only play a pacifying role and are nothing more than decorations. The legal system is still far from perfect, and people often find themselves in situations where they have no way to speak out and have no way to complain. I think every ordinary person from China has experienced this feeling personally. I believe that there are many unfair places in American society, but I have come across a few things that make me feel that they are somewhat reasonable, so I will write them down to share with you. I came to the United States not long ago. As part of realizing the American dream, I wanted to own a car of my own. One day, I saw a newspaper report that there was an Early Bird Sale at the car dealership on Saturday. I rushed there early in the morning and bought a second-hand TOYTO car. I didn’t know anything about cars at the time, and I just wanted to buy a second-hand TOYTO car because of its beautiful appearance. The day after I bought it, it broke down on the road. Some old Americans who imitated Lei Feng helped me get through to the dealership that sold the car, and took the car back for repairs. It was repaired twice within 10 days, for a total of more than 1,400 yuan. The car dealer told me that I have to pay this fee because the invoice for buying the car stated "AS IS", which means that once the car is purchased, he will not care about it. I couldn't persuade him, so I reluctantly paid the money and drove the car back, but I always felt uncomfortable in my heart. A few days later, I talked about this matter with a friend, and someone told me that there was an association above the car dealership and I could report it to them. With the mentality of giving it a try, I told them what happened, but unexpectedly, I received a reply within a month. They decided that the repair costs should be borne by the car dealer, and notified me and the car dealer of this decision. A week later, I received a refund check for US$1,400. I naturally developed a good impression of American society. Another time, I went to the emergency room because of a high fever. That month I participated in the census and earned more than a thousand yuan. The AHCCCS office informed me that since I have income, the emergency room bill of more than 4,000 yuan should be borne by me. what to do? A friend told me that the government has lawyers who serve the people free of charge, so you can look for them. So I actually found the legal advisory department, and they patiently listened to my complaint, drafted a document for me, and told me to go to an equity committee in the state government. Sure enough, the state government accepted my appeal and set a time for AHCCCS staff to attend a hearing. Although this is not a court, I am sitting on one side, AHCCCS is sitting on the other side, and the arbitrator is sitting in front. He said that AHCCCS calculated my annual income as 20,000 yuan based on my monthly income multiplied by 12, so I was asked to pay for emergency treatment. The calculation was correct. However, my one-time income was less than 2,000 yuan, so it was unreasonable to ask me to pay more than 4,000 yuan in medical expenses. The conclusion was that I should bring all the expenses with the AHCCCS staff to recalculate. In the end, all my fees were waived. With these experiences, I gained confidence in the fairness of American society. After that, I learned to go to court to reason and use the law to protect myself. One time, my car failed an emissions test, so I sent it to a Mexican-owned car repair shop. He simply cleaned it and asked me to pay $175, saying it was guaranteed to pass the test. In that case, I paid. But the second time I sent it for exhaust gas testing, it still exceeded the standard. I felt that I had been deceived. I asked him to refund the money, but he refused. So I paid a legal fee of US$38 and went to court, and the court ruled that I won the case. But it also pointed out that both parties have certain responsibilities if repairs are started before the repair price is agreed upon. He returned most of the money. No matter what, I feel happy when I have a place to be reasonable. Of course, the court is a place of reasoning, and if there is insufficient reason, the case will be lost. I once went to the Immigration Bureau for business and parked my car next to a road with an automatic toll bar. Because the waiting time was long and the car was parked in the wrong direction, a ticket was posted on my car when I came out. I wanted to apply for exemption from the ticket and went to court again. Before going to court, my American friend specifically taught me to ask for the word FORGIVE ME. After the judge asked the police to explain the situation, he smiled at me without hesitation and said, "Originally, you made two mistakes and you should be fined 32 yuan. Now the police only fined you 16 yuan. Go and pay it!" Unexpectedly, this time I went to court and it was recorded. After I passed all the citizenship tests, the immigration officer informed me that I still needed a background check. It turned out that because I had a court record, fortunately it was not a crime. Everyone hopes for a fair social environment. I think living in the United States is much more comfortable than in a place where people are unreasonable.
