Phoenix will sell low-cost housing to low-income families (Alberta Times) Phoenix plans to sell low-cost housing to families who meet low-income qualifications and backgrounds this year. This is part of the SSHP (Scattered Sites Housing Program), which originated in the 1990s when the city used federal housing subsidies to purchase hundreds of homes. So far, some of the houses are rented out and some have been sold to low-income families. Now, the city government plans to expand the sales scope of these low-cost houses to benefit more low-income families. The conditions are not harsh. A family of four with an annual income between $16,650 and $53,300 is eligible to apply for a loan. The city will provide down payment assistance and mandatory loans. "We're looking to sell 10 properties this year, and if sales go well, maybe more," said Phoenix Housing Director Kim Dolly. "This is a good opportunity for low-income families to buy homes." Garbage truck driver Enciso is a beneficiary of this program. In 2009, he bought a house worth 110,000 in central Phoenix. Jin Doli said that the price of a house this year may be as low as around 81,000. Under SSHP, applicants must be a family with at least two family members and must meet minimum or maximum income requirements. Household members 12 years and older must pass a criminal background check, a credit check, and one household member must have a history of paying rent. Applicants must not have current or previous real estate debt, be delinquent on any money, or own any real estate in the United States.
