In response to the frequent domestic violence and in order to maintain public security and order in the United States, ICE stated on July 12 that it would refuse to issue green cards to immigrants with tattoos. It is reported that U.S. officials are worried about foreign criminal gangs committing crimes in the United States, so they refuse to issue permanent residence permits to a large number of immigrants with tattoos in the United States. It is worth noting that many of these immigrants have no connection with criminal gangs. Tattoo checks have ensnared many immigrants from Latin America even if they had no prior criminal record. However, a spokesperson for the U.S. State Department softened its tone on the matter and said: "The U.S. government currently considers tattoos as a criterion in the process of issuing green cards." In 2006, the U.S. State Department refused to issue green cards to two categories of people: members of violent gangs and members of organized crime. According to statistics, in 2010, the U.S. government refused to issue green cards to 82 people with ties to criminal groups.
