The court first discussed the issue of whether a federal court is required to issue a TRO immediately. The judge said that since the appeal and application for payment of insurance benefits in the Lao Sichuan case started last Friday, the current TRO has been postponed to the 18th of this month. In order not to conflict with the lower court's judgment, it is not convenient for the federal court to discuss and issue a new TRO at this time. Lawyers from all three parties agree.
