Taking drugs while attending meetings Before his "drug reputation" spread far and wide, Yang Hongwei was known as a drunkard in Chuxiong officialdom. It is said that Yang Pingfan likes to drink the most, and his drinking capacity is "unfathomable". Last year, there was a severe drought in Yunnan. Yang Hongwei was entertaining guests when he suddenly received a call that it started to rain in a county below. Yang was overjoyed and filled a whole glass of white wine and drank it in one gulp. It was raining in seven counties that night, and Yang Hongwei drank seven cups in a row, weighing four kilograms. In addition, Yang Hongwei likes to smoke Yi water pipe tobacco, and the pipe almost never leaves his hand. According to various investigations by reporters, the drug Yang Hongwei took was a mixture of opium and various Chinese herbal medicines, called "Ka Ku". The shape of the finished product is similar to cut tobacco, so it happens to be commonly smoked from hookahs. "Kaku" is mainly prevalent in the Dehong and Lincang areas of Yunnan on the China-Myanmar border, and is also called "Kagu" or "Duoba". There are many local drug addicts, and their addiction symptoms are similar to heroin, but milder than heroin. "Ka Ku" is expensive, so it is mostly popular among the wealthy classes of society. According to estimates, a person with severe addiction needs about 200 yuan per day and 6,000 yuan per month. In the border areas, smoking khat is even used as a symbol of status. One detail can show that Yang Hongwei is quite arrogant about taking "Ka Ku". Yang Chengbiao, former chairman of the CPPCC Chuxiong Prefecture, said that before Yang Hongwei's accident, a public security officer discovered that Yang was smoking "stuck" during a meeting and reported it to Wang Xingming, then secretary of the state Political and Legal Committee. Wang Xingming was noncommittal about this. After Yang's accident, Wang Xingming was changed from secretary of the Chuxiong Prefecture Political and Legal Committee to vice chairman of the Dehong Prefecture CPPCC. There are various indications that Yang’s drug use is related to a person in Chuxiong’s local political and business circles. This person's name is Li Hongxian, and his public identity is the legal representative of the "Chuxiong Economic Development Zone Economic Development Corporation" and a civil servant under the development zone. He once used the name of his company to speculate in land and make money, and once repeatedly mortgaged to a bank to defraud 30 million but successfully "escaped"; because of his notorious reputation in Chuxiong's financial circles, he was called a "financial tick." Li Hongxian was also arrested during this earthquake in official circles.
