Officials said the new regulations include requiring relevant countries to use U.S. anti-terrorism information to screen transit passengers; at the same time, visa-free countries with a relatively high proportion of citizens overstaying in the U.S. must educate the public and emphasize the consequences of overstaying. One of the current penalties is that overstayers may no longer be able to travel to the United States without a visa in the future.

Reuters reported that the U.S. Visa Waiver Program allows travelers from most European countries to travel to the United States without a visa for up to 90 days; citizens of 38 countries and regions participating in the U.S. Visa Waiver Program must first obtain a so-called travel authorization if they want to enter the United States without a visa. Taiwan is also one of the 38 countries and regions participating in the U.S. Visa Waiver Program. According to statistics, more than 20 million tourists come to the United States without visas every year.

The Trump administration has introduced new regulations for the 38 countries that participate in the reciprocal visa-free program with the United States, requiring these visa-free countries to strengthen cooperation with the United States and conduct strict screening for terrorism, including comparing it with the terror list provided by the United States, and checking people traveling between their own countries and the 38 countries. It also warns its citizens not to take advantage of the visa-free benefits and stay in the United States for a long time.

Participants in the mutual visa exemption program are all allies of the United States, including Australia, France, South Korea, the United Kingdom, Taiwan, etc. Homeland Security Secretary Kirsten Nielsen said that the new rules can strengthen the mutual visa exemption program. Participating countries must meet new high standards in screening for terrorism, including strictly scrutinizing their respective countries’ airport personnel and cooperating with the United States in screening their own citizens.

According to the new regulations, if the overstay rate in a visa-free country exceeds 2%, a domestic publicity campaign will be launched to educate its citizens to comply with travel regulations. Last year's data showed that Hungary, Portugal, Greece and San Marino had more than 2% of their overstayed citizens. Among them, the pocket country of San Marino had only 14 overstayers, but it still exceeded 2%. Therefore, it needs to be promoted in accordance with the requirements of the United States, otherwise it will lose its visa-free reciprocal benefits.

According to data from the Ministry of Homeland Security, the average proportion of overstayers in the United States from countries around the world is 2.17%, while only 0.68% of visa-exemption countries, and most of them will eventually leave the country.
