According to data from the Immigration Department of the Hong Kong SAR Government, a total of 3,976 non-local graduates studying in Hong Kong participated in the program since 2010. The "#38750; Employment Arrangement for Local Graduates to Stay/Return to Hong Kong" program was implemented in May 2008. The number of participants increased by 18% compared with the previous year. The cumulative number of people participating in this program in the past three years has reached 10,101.
According to Hong Kong's "Wen Wei Po" report, the number of non-local graduates who participated in the program in 2008 and 2009 were 758 and 3,367 respectively. The number of people whose visas were renewed after one year in Hong Kong were 1,389 and 2,328 respectively. The renewal rates were 49.6% and 69.1% respectively.
As more than 30% of non-local graduates leave Hong Kong after staying in Hong Kong for one year, analysis suggests that it is related to factors such as Hong Kong’s cramped living environment, high cost of living, long working hours, personal employment competitiveness, and difficulty in integrating into Hong Kong society due to language and culture.
In order to attract outstanding non-local talents studying in Hong Kong, Hong Kong has implemented the "Local Graduates Stay/Return to Hong Kong Employment Arrangement" program since May 19, 2008. Non-local graduates who study in Hong Kong and obtain a bachelor's degree or above can obtain a visa to stay in Hong Kong for one year as long as they meet the general entry conditions without complicated work visa procedures.
