According to Japan News Network on September 11, at about 11 a.m. local time in Japan on the 11th, the Japanese government and the Kurihara family, the so-called "owners" of the Diaoyu Islands (called "Senkaku Islands" in Japan), officially signed a "sale and purchase contract" for the islands, with a purchase amount of 2.05 billion yen. According to Japanese media reports, at around 11 a.m. on September 11 (10 a.m. Beijing time), the Japanese government and the Kurihara family, the so-called "island owners" of the Diaoyu Islands, formally signed an island "sale and purchase contract" for a "purchase" amount of 2.05 billion yen (approximately 170 million yuan). Since then, the illegal policy of "nationalization" implemented by the Japanese government on the Diaoyu Islands has been officially established.

According to Japan's NHK TV station on the 11th, on the morning of the 11th, the Japanese government held a meeting of all cabinet members. At the meeting, it was officially decided to use 2.05 billion yen from the preliminary expenses of the 2012 budget to "purchase" the Diaoyu Islands in order to achieve "smooth and stable management" of the Diaoyu Islands. At around 11 a.m. on the 11th, the Japanese government officially signed the contract with the Kurihara family, marking the official entry into force of the Japanese government’s “nationalization” policy.

According to Japan's "Yomiuri Shimbun", Japan's Chief Cabinet Secretary Osamu Fujimura said at a press conference on the 11th morning regarding the "nationalization" policy: "'Purchasing the island' and implementing the 'nationalization' policy means that the Japanese central government will take back the ownership from private hands, which is an important step in ensuring that the island becomes part of the 'Japanese territory'" This is a necessary means and should not cause any problems with other countries and regions.” He also said, “Japan never wants this move to affect the overall situation of China-Japan relations. Japan hopes to gain China’s understanding and it is very important to avoid unnecessary misunderstandings and unexpected events.” “The Japanese government will inform China in detail of Japan’s attitude and opinions through diplomatic channels.”

In addition, the Japanese Ministry of Foreign Affairs dispatched Shinsuke Sugiyama, Director of the Asia and Oceania Bureau, to Beijing on the 11th to exchange views with China on the Japanese government’s policy of “nationalizing” the Diaoyu Islands.

In response to the fact that the Japanese authorities attempted to steal Chinese islands through illegal means, the Chinese Ministry of Foreign Affairs issued a solemn statement on the 10th, pointing out that the Japanese government ignored China's repeated solemn representations and announced the "purchase" of the Diaoyu Islands and its affiliated Nanxiao Island and Beixiao Island, and implemented the so-called "nationalization". This is a serious violation of China's territorial sovereignty, a serious injury to the feelings of the 1.3 billion Chinese people, and a serious trampling of historical facts and international legal principles. The Chinese government and people express firm opposition and strong protest to this.

Diaoyu Island and its affiliated islands have been China’s sacred territory since ancient times, and are backed by history and law. The Diaoyu Islands have never been "terra nullius". China is the indisputable owner of the Diaoyu Islands and other islands. The Japanese government's "island purchase" behavior runs counter to the overall interests of maintaining Sino-Japanese relations.

The Chinese government solemnly declares that the so-called "island purchase" by the Japanese government is completely illegal and invalid. It will not change the historical fact of Japan's invasion and occupation of Chinese territory, nor will it change China's territorial sovereignty over the Diaoyu Islands and its affiliated islands. Gone are the days when the Chinese nation was bullied by others. The Chinese government will not sit idly by and allow its territorial sovereignty to be violated. China strongly urges Japan to immediately stop all actions that undermine China's territorial sovereignty, return to the consensus and understanding reached by both parties to the letter, and return to the track of negotiating to resolve disputes. If Japan insists on going its own way, all serious consequences will only be borne by Japan.
