In addition to encouraging American high school students and college students to study and intern in China, this "100,000 Strong Plan" will also send American teachers to China for exchange and training. This plan was proposed by President Obama in 2009, and Secretary of State Hillary Clinton signed the plan into a bilateral agreement in Beijing last May.

Although this "100,000 Strong Plan" is initiated by the government, its funding sources mainly come from enterprises, private institutions and philanthropists, rather than the federal budget. Hillary announced last year that the Ford Foundation would sponsor the program, which would provide $1 million in funding for the "100,000 Strong Fund" to encourage American students to study in China. In addition to donations from some American companies, Chinese companies have also invested in this project. The famous "Wanxiang Group" has donated approximately 4.85 million yuan to this "100,000 Study Abroad in China Plan".

Today (January 24), Chinese Ambassador to the United States Zhang Yesui also attended the event.
