According to the latest report from the National Insurance Crime Bureau, eight of the top ten cities in the United States for car theft in 2010 were California. Among them, the Zhonggu area took the top three places. The number of California cities on the list increased from six the year before to eight. Topping the list is Fresno, with 812 car thefts per 100,000 people. According to data from Location Inc, a real estate investment advisory company in Massachusetts, the car theft rate in California is nearly twice the national average. According to national crime data in the United States, California has 187 crime cases per square mile, much higher than the national median of 49.6; there are 36 property crime cases per 1,000 people, also higher than the national average of 34. In California, 1 in 178 people is a victim of violent crime. California's border towns and central cities like Stockton are often transit points for smuggled drugs, money and weapons. According to the 2010 FBI crime report, Sacramento, Oakland and Stockton had the highest violent crime rates (excluding car theft) in the United States last year. Stockton and Vegas have also been identified by the Department of Justice as transfer points for Mexican drug cartels. Scafidi, a spokesman for the National Insurance Crime Bureau, said there are many reasons why crime is so rampant in California. Large population and high car ownership rate are important factors. Population density is also key. In addition, California’s warm climate and drivers’ habit of leaving windows or hoods open also give thieves an opportunity. The good news is that authorities say car theft has dropped for the seventh consecutive year. According to preliminary 2010 crime statistics released by the FBI last month, the car theft rate dropped 7.2% compared with 2009. If the estimate is correct, when the official report is released this fall, the car theft rate will be the lowest since 1967.
