When it comes to starting a business, Arizona ranks second to last in the nation. Barry Bloom, president of the Greater Phoenix Economic Council, said the studies are disappointing but not surprising. According to Blum, Arizona’s lack of small entrepreneurs is directly related to the state’s housing, tourism, entertainment and construction industries. In addition, state legislatures have drastically cut funding for higher education. "Some government spending is about developing a good economy, and some is not," Bloom said. Bloom said that while legislators spend money to compare which state universities are better, it is not surprising that fewer and fewer entrepreneurs are paying attention to Arizona's investment environment. New York is the most attractive state for entrepreneurs in the United States. South Carolina ranks 50th in the United States, behind Arizona.
