Scottsdale Mayor Jim Ling plans to increase littering fines in the city's downtown entertainment district. Anyone who throws cigarette butts or empty beer bottles on the ground will be fined $150. He plans to introduce his new bill at a council meeting in December, which would impose a $75 fine for littering anywhere in the city and double the fine in recreational areas. The mayor reminded residents and bar owners to take the issue seriously. He said that although the bar owners hired cleaners to clean up, the littering problem still existed. The city's current law stipulates a fine of 50 yuan for littering.
