Maricopa County appoints new manager Tom Manos (Alberta Times) The Maricopa County Board of Supervisors on Tuesday approved the appointment of Tom Manos as Maricopa County Manager, replacing David Smith, who retired on April 27. Manos, 59, is currently director of the Maricopa County Industrial Development Agency and county human services manager. Served as County Audit Manager and County Chief Financial Officer. David Smith, 66, announced his retirement in February after serving Maricopa County for more than 17 years. Maricopa County is the fourth largest county in the country, with a government budget of $2.3 billion and 38,000 residents. The county manager is the highest administrative officer in the county.
