Phoenix Police's new first brother, Chief Garcia (Alberta Times) Phoenix City Manager David Cavazos announced Monday afternoon the appointment of Daniel Garcia as Phoenix Police Chief. Garcia has served the Dallas Police Department for 34 years and has served as the local assistant chief of police since 2004. He will replace Jack Harris, who left in April. Commissioner Harris stepped down due to improper use of federal funds. Candidates for the position of Phoenix Chief of Police are: Phoenix Police Chief Joanna, Phoenix Assistant Police Chief Kevin Robinson, and former San Jose, California Police Chief Robert Davis.
