The debate over the health care reform law has stalled the budget bill and led to a federal government shutdown, but the new health insurance website for the health care reform law will be opened on time today, and consumers can start applying as planned. Of course, going according to plan doesn't mean everything will go smoothly.

According to NBC News, both supporters and opponents of the health care reform law said they expected twists and turns in the application process. Some problems have already arisen: from computer outages at the nation's capital, Washington, D.C., to delays in small business applications. This is one of the reasons why the federal government sets the application period to six months. It's obviously not easy.

Even if there is no glitch, the application process is quite cumbersome and cannot be completed during a coffee break.

NBC said that is why Amy Ball of Christiana Health Care System in Wilmington, Delaware, wants to talk to patients. Not only are many patients unaware they can purchase health plans online, but they almost certainly need help.

Bauer, a community education expert in the Christiana System, said that he is engaged in educational work. "I know the plan is complicated, but I want to tell them the expected results. For some people, this is the first time they have received health insurance."

Ball has a form and will call all uninsured patients in his affiliated hospitals to urge them to apply for enrollment in the next three months. Because some people's employers don't offer coverage, she said, "I think people will be excited to know they can get coverage."

The Christiana system, made up of nonprofit hospitals, is accepting applications and automatically providing counseling. The Obama administration has partnered with hundreds of groups to create a network of pilots to help people complete the application, which takes about 45 minutes.

Not only do new customers need to choose from a variety of health insurance plans - from the most basic insurance to the "platinum" comprehensive insurance plan, they also need to provide information about their income, family members, employment status and whether they are legal residents.

The White House has designated more than 900 groups to help people complete the application process, ranging from the American Nurses Association to local pharmacies to advocacy groups.
