The Overseas Chinese Affairs Committee has recently received reports from overseas Chinese that they planned to go abroad for more than 6 months, stopped their health insurance before leaving the country, failed to reinstate their insurance after entering the country, and then failed to stop their insurance after leaving the country. They also received cases where the National Health Insurance Bureau demanded payment of post-entry health insurance premiums. According to the current health insurance suspension and reinstatement regulations published on the website of the Central Health Insurance Bureau of the Department of Health of the Executive Yuan, people with household registration in China who plan to go abroad for more than 6 months each time can choose to "continue to add insurance" or "to cancel the insurance." People who choose to "continue to add insurance" do not need to apply (if they have not stopped the insurance, they will continue to add insurance). They will continue to pay the insurance premiums while going abroad and continue to enjoy health insurance and medical rights. People who choose to "apply for suspension of insurance" should apply to the insurance company before going abroad. Insurance premiums will be suspended during their stay abroad, and medical benefit rights will be suspended at the same time. Regardless of the length of stay after returning to the country, insurance coverage, insurance premiums and health insurance medical benefits should be restored from the date of return. And please pay attention to the following matters: 1. Reinsurance cannot be applied for while abroad. You must wait until you return to the country to apply for reinsurance. To apply for reinsurance, please fill out the "Reinsurance Application Form", attach a copy of your household registration and entry and exit certificate or a full copy of your passport, and apply for reinsurance to the insured unit. If reinsurance is not carried out, the insurance premium from the date of return to the country will still be required. 2. If the stay abroad is less than 6 months each time you return to the country, the insurance suspension regulations will not be met. The insurance suspension will be canceled and the insurance premium during the suspension period will be recovered. At the same time, the health insurance medical benefit rights during the suspension period will be restored. 3. If you plan to go abroad for 6 months again after returning to the country, you must choose whether to stop the insurance again; if you choose to stop the insurance, you should apply again. 4. The application form for insurance suspension and reinstatement can be downloaded and printed from the National Health Insurance Bureau’s global information website (http://www.nhi.gov.tw). 5. Those who go abroad for more than 2 years each time and have their household registration moved abroad through the household registration authority will no longer be eligible for insurance coverage from the date of transfer of household registration. When people return to their country, they should first complete the restoration of household registration registration with the household registration authority, and only then can they apply for the insurance again after they have obtained the qualifications for adding insurance again. The Overseas Chinese Affairs Commission specially reminds overseas Chinese with household registration in China that according to the current health insurance regulations, if they return to the country after going abroad, regardless of the length of stay, they should reinstate insurance, pay insurance premiums, and resume health insurance medical benefits from the date of return. In addition, the second-generation health insurance is scheduled to be implemented on January 1, 2020. At that time, the relevant regulations of the second-generation health insurance will need to be handled.
