At 2:00 pm on May 22, 2011 (Sunday), the Chinese Federation of Alberta (Hualian) held the annual general meeting of Hualian members in the Cooper Room of the Chandler City Library. Fei Jian was elected as the new chairman of Hualian, and 9 members were elected as board members. Currently, Hualian has a total of 58 members. That afternoon, 23 members and 9 non-members came to participate in the election event. Thirteen members were nominated as board members on the spot, and 9 of the nominees were elected as directors. Yang Wentian, Cindy Lin, Wu Ning, and Leung Eng requested to withdraw from the director election. Original board members Fei Jian had 19 votes, Qu Ning had 19 votes, Tao Shicheng had 19 votes, and Dong Bin had 17 votes for re-election. New board members Li Jian had 19 votes, Wang Weizi had 18 votes, Xu Qiang had 17 votes, Yu Wenzhuo had 16 votes, and Zhou Pixuan had newly joined with 15 votes. After a brief exchange, the new board members elected Fei Jian, the current chairman of Hualian. Hualian’s new leadership team will serve the Chinese community in Arizona over the next two years. The entire election activity was successfully completed in accordance with the charter under the supervision of three supervisors, and Hualian will issue a formal announcement to the media. Former Board Secretary Wang Yang presided over this meeting. He first introduced the agenda of this meeting: the first part is the work report of the former Hualian Chairman, the second part is the financial report, the third part is the modification of the Hualian Articles of Association, and the fourth part is this election. Former Hualian Chairman Tao Shicheng gave an annual report on the work of Hualian. In his speech, Tao Shicheng focused on the activities hosted by the Chinese Federation in the past year, such as the Sino-US Cultural Forum, National Day Reception, Phoenix Night Mid-Autumn Festival and National Day Dance, Youth Essay Prize-winning Competition, and Cai Galliang’s Talk Show. Tao Shicheng was very grateful to the volunteers who put in a lot of effort in these activities. He especially mentioned Li Guohua, who came to the rescue due to a sound failure at the Phoenix Night Mid-Autumn Festival and National Day Dance. He not only gave the audience a wonderful performance, but also bought valuable time for on-site emergency repairs. There were many such Li Guohua in various activities held by Hualian, and he did not list them all. It is with the strong support of many Chinese friends that Hualian has reached what it is today. He also sincerely hopes that Chinese friends in Arizona will continue to support Hualian and join Hualian. Wu Ning, the former financial director of Hualian, made a financial report to the members. Wu Ning said that in the past four years, the main income of the Chinese Federation has been Chinese donation sponsorship and event ticket income. He especially thanked Yang Wentian for donating up to US$2,500 to Hualian, as well as other friends who donated money to Hualian. The articles of association of Hualian always keep pace with the times. According to the development of Hualian, Hualian proposed amendments to some of the articles of association and discussed them with members at the annual meeting that day. Liao Feng, former vice chairman of Hualian, communicated with everyone about the charter amendment proposal. Some of the contents aroused heated discussion. In 4.4, some members raised objections regarding the term, time and requirements for re-election of board members. The new clause stipulated that the term of board members is two years, and the newly elected board of directors must retain several members of the previous board of directors. Members questioned: 1. The definition of "a few" is unclear. Is it a few, one, two, or three. 2 "a few" is not mathematically valid and will cause confusion in future elections. 3 The current board members have been in office for more than two years, how to calculate it. The final objection was decided by on-site voting, and the amendment was successfully passed with 14 votes in favor and 5 votes against. Most members believe that voting is the decisive factor in the election, and the quota limit in the article should be wider, while the vague concept of numbers should still be maintained. At the Hualian Annual Meeting, we saw most of the representatives expressing their opinions and suggestions. Of course, we also heard a small number of different voices. Democracy is always gradually realized in the practice of specific events. The general election of Hualian still allows everyone to see that no matter what kind of voice they are, they hope that Hualian can unite and serve the greater number of Chinese people. Fei Jian, the new president of this term, said that he would implement a more transparent democratic policy. Fei Jian's profile: A native of Beijing, he was admitted to the Automation Department of the former Beijing Iron and Steel Institute (now the University of Science and Technology Beijing) in 1977. After graduation, he stayed at the school to teach. In 1985, he came to the United States to study for graduate school. In 1991, he received a doctorate in electrical engineering from Syracuse University. He worked as a researcher at the University of Kentucky for three years. Since 1994, he has worked for many companies in the Phoenix area, including Motorola Life Sciences (contractor), GE Healthcare, and independent software contractors. He is currently an automation engineer at Medtronic. He served as the chairman of Modern Chinese School from 2000 to 2001 and the principal of Modern Chinese School from 2001 to 2002.
