The Hong Kong SAR has implemented the statutory minimum wage since May 1, with the minimum wage level set at HK$28 per hour. The Hong Kong Federation of Trade Unions, Hong Kong's largest trade union group, said that after Hong Kong implements the minimum wage, 310,000 grassroots employees will receive a substantial salary increase.

The Legislative Council of the Hong Kong Special Administrative Region passed the Minimum Wage Ordinance on July 17, 2010. This is Hong Kong's first statutory minimum wage system ordinance and came into effect on May 1, 2011. The Minimum Wage Ordinance establishes a statutory minimum wage system and determines a lower wage limit. The purpose is to achieve an appropriate balance in preventing excessively low wages, minimizing the loss of low-wage jobs, and maintaining Hong Kong's economic development and competitiveness.

Deputy Director of the Rights and Interests Committee of the Hong Kong Federation of Trade Unions, Yip Wai-ming, said that the Minimum Wage Ordinance is one of the most important labor laws in Hong Kong in the past 10 years.
