Illegal downloading alert system will be activated on March 1st Users who illegally share music, movies or TV shows on the Internet will soon receive copyright violation warnings from the five major Internet Service Providers (ISPs). Those who do not improve after six warnings may face slowdowns in network speeds for 48 hours. Users who believe that there is no infringement may lodge a protest, but must pay a fee. This "Copyright Alert System" (Copyright Alert System), which was completed last year through an agreement between ISPs and music and film industries, will be launched this week and will target Internet users who use "Peer to Peer" transmission software. ISPs joining the new system include AT&T, Verizon, Comcast, Cablevision and Time Warner Cable. The system will notify ISPs to send notifications via email to users who violate copyrights to detect violations. The first notification is expected to be of an educational nature, while the third and fourth notifications will require users to acknowledge receipt of the warning and understand that the behavior is illegal. If the user still does not improve after receiving six notifications, the ISP will take a tougher approach, that is, take "mitigation measures", including temporarily slowing down the user's network speed, or directing the user to another login page to display educational information about copyright law. Consumers who insist that there is no copyright infringement must pay 35 yuan to file a complaint, but if they win the appeal, they will receive a refund. Experts say the copyright alert system is only educational for the general public; officials involved in the project also point out that the system will not be able to deter major copyright violators.
