The governor signed the 2013 fiscal budget. The 2013 fiscal budget bill, which had caused turmoil in the House and Senate for a long time, was finally signed into law by the governor on Monday. From July 1 to June 30 next year, state budget spending totals $860 million, $50 million more than this fiscal year. There have been increases in education, public safety and health care, and a US$450 million fund called the "Rainy Day Fund" has been set up for emergency purposes. The budget law restores $39 million in funding for severely mentally ill patients; $50 million for two years to increase beds in high-security prisons; $16 million to add 1,000 beds in private prisons; $80 million for two years to replace the state's outdated statistical computer system; $40 million for elementary schools to improve students' reading skills; and $21 million for college funding. While Brewer was signing the budget bill, the two congresses had already submitted 10 bills passed last week and hoped that the governor would sign them as soon as possible.
