The White House said on Monday (November 13) that in the past decade, nearly 30,000 citizens from countries that support terrorism have obtained permanent residence in the United States through the green card lottery immigration program and entered the United States.

Fox News reported that according to statistics from the State Department, Iran, Sudan, and Syria are listed as blacklisted countries that support terrorism by the United States. Since 2007, the number of people who have obtained U.S. visas through the Diversity Immigration Visa Lottery (DV) is 20,739, 7,232, and 812 respectively.

According to the U.S. Immigration Service (USCIS) website, since 1995, in order to improve the diversity of immigrants, the United States has issued green cards through computer lottery to countries with low immigration numbers. Applicants participating in the lottery only need to have a high school education or at least 2 years of qualified work experience. The United States issues a total of about 1 million green cards every year, of which 50,000 are allocated to the green card lottery immigration program.

A truck crashed into people on Halloween this year in New York City, killing 8 people and injuring 11 others. The suspect was 29-year-old Sayfullo Saipov, from Uzbekistan. He supported the Islamic State terrorist organization and obtained a U.S. green card through DV in 2010. President Trump subsequently called for an end to the green card lottery program.

Trump posted on Twitter earlier this month, calling on Congress to end the green card lottery immigration program that has had a major impact on U.S. national security, and said Congress must end "chain migration" in order to establish a safe system and protect U.S. security.

The State Department warned in 2004 that intelligence officers, criminals and terrorists hostile to the United States would use the green card lottery immigration program to enter the United States, posing a major threat to national security.

Attorney General Jeff Sessions recently issued the same warning. Earlier this month, he stated in a speech in New York City that the immigration "merit-based system" is safer than computer lottery, and said that universities will never use computer lottery when recruiting students or companies to recruit employees.

Republican Senator Lindsey Graham said that after the terrorist attacks in New York, the importance of adopting a "merit-based system" for immigration reform was highlighted. "It makes no sense to issue green cards and visas in a random manner."
